Storm Alert in the USA: Emergency Declared!

An alarm was raised in the state of Hawaii in the United States due to successive powerful storms forming in the Pacific Ocean. Governor Josh Green declared a state of emergency across the state in response to the threat that Lowell, Karina, and Marie could create. Hawaii is still trying to heal the wounds left by Hurricane Lala, which caused major damage in August.

Hawaii Prepares for New Storms

The emergency declaration signed by Governor Josh Green of Hawaii covers all the islands in the state. The decision also opened the way for faster delivery of personnel, equipment, and financial resources to the areas that need them in the event of a possible disaster.

Green noted that Hawaii is still in the recovery process after Hurricane Lala, and said they had begun preparations without waiting for a new storm to approach.

Officials asked island residents to stay prepared and to closely follow official weather briefings.

National Guards Could Be Deployed

Under the emergency decision, the Hawaii National Guard can also support civilian authorities during disaster operations if needed.

In addition, when the state's Large Disaster Fund is activated, the $10 million ordinary spending limit that applied to a single emergency has been removed, allowing public agencies to redirect personnel, supplies, equipment, and facilities to disaster preparedness and response work as needed.

Some rules in procurement, contracting, budgeting, hiring, and permitting processes were also temporarily relaxed to accelerate emergency work.

Evacuation Order Not Yet Issued

An emergency declaration at this stage does not mean evacuation, curfew, or the closure of schools, workplaces, and public institutions.

It was noted that if such measures are needed, the state or local governments will issue separate statements.

It is expected that the emergency application will remain in force until November 1. However, Governor Green could end the decision earlier or issue a new statement depending on the circumstances.

Three Systems Are Being Monitored in the Pacific

Among the systems closely monitored by officials are Lowell, Karina, and Marie. The emergency bulletin noted that Lowell reached Category 5 at one point with sustained winds of 160 mph and was located about 445 mi south of Hilo.

It was reported that preparations were accelerated due to the possibility that the storm could change direction in the coming days and affect Hawaii.

Hawaii Has Not Yet Covered the Wounds of Lala

The new threat emerged after the heavy damage caused by Hurricane Lala, which struck Hawaii in mid‑August.

According to officials, Lala dumped between 20 and 40 inches of rain in some areas. Heavy rainfall triggered floods, landslides, and serious infrastructure problems, while hundreds of homes were damaged or became unusable. Some roads and bridges also suffered damage from floodwaters.

About 200,000 electric customers on Hawaii Island, Maui and Oahu were affected by outages. After the storm, fully repairing the electrical infrastructure in some areas took weeks.

The state is also grappling with the effects of a magnitude‑6.0 earthquake that struck the Kona region in May.

High Risk During Hurricane Season

Another reason for the alarm in Hawaii is the expected intense tropical cyclone activity in the Pacific this year.

According to forecasts, the probability of tropical cyclones exceeding normal levels in the central Pacific during the season from June 1 to November 30 is high. In the eastern Pacific, many named storms and hurricanes are expected.

The fact that sea surface temperatures in the Pacific are higher than normal and El Niño conditions increase the likelihood of strong tropical systems forming, especially in August and September.

The Hawaii administration, while continuing recovery work after previous disasters, has accelerated preparations across the state to reduce the risk posed by a new hurricane.
