New system from the EU for crisis moments: Communication will not be interrupted

The European Union (EU) Commission has proposed establishing a new system to strengthen the communication capacity of first‑responder teams in crises and emergencies.

Data and Location Information Will Be Shared in Real Time

With the implementation of the new system, it is planned that first‑responder teams across the EU will not only communicate by voice but also share data, images, messages, and location information securely in real time.

Thus, the goal is for the communication infrastructures used in different countries or institutions to work together during crises.

5G and EU Satellites Will Be Used

The plan foresees a gradual shift from the narrow‑band radio systems widely used by EU member states to broadband technologies such as 5G.

In the event that the terrestrial communication infrastructure is taken offline by a power outage or other cause, EU satellites are planned to provide backup communication infrastructure.

Sending portable communication equipment to crisis areas where mobile networks are unavailable is also a key component of the system.

Robust Security Against Cyber Attacks

The new infrastructure is planned to be protected against cyber and hybrid attacks with strong encryption and security protocols.

The proposal also foresees the establishment of two separate European hubs. The European Union Network Monitoring Centre will support the connection of countries with secure and resilient fibre‑optic networks.

The European Union Security Monitoring Centre will track cyber‑security risks, assess threats, and provide support to member states when necessary.

Critical Technologies Will Be Produced in Europe.

The Commission's proposal also aims to reduce Europe's dependence on foreign technologies.

Under this framework, the development of critical components such as satellite systems, core mobile networks, and broadband infrastructure by European companies is planned.

The Commission says that establishing the system with a European base will strengthen the EU's strategic autonomy in technology and encourage countries to invest in critical communication infrastructure.

For the offer to take effect, it must be considered in the EU legislative process by the European Parliament and the EU Council.
