The U.S. Department of State had not yet opened the application period for the 2027 fiscal year Diversity Visa Program (DV‑2027). In the lawsuit that followed, a federal court in California ruled on October 14 that the Department must restart its registration process.

The court had set a timetable requiring applications to open by November 1 and notifications to selected candidates by December 3. The U.S. government appealed the ruling and moved the case to the Ninth Circuit Court of Appeals.

On October 29, the appellate court accepted the government's request and temporarily stayed the lower court's decision throughout the appeal process. Thus, the enforcement of the decision that required the Department to open applications on November 1 was halted.

The lottery was not cancelled, but the application date remains uncertain.

The court's final ruling does not mean the DV‑2027 lottery has been entirely cancelled. However, uncertainty about when applications will open persists, and the U.S. Department of State has yet to announce a new application schedule.

Those wishing to enter the Green Card lottery must follow the U.S. Department of State’s official announcements for application dates and conditions.
