ICE shock on return from Niagara Falls: Turkish doctor detained!
The 33‑year‑old doctor Ibrahim Halil Topkaya, who came from Turkey to the United States and conducts diabetes research at Upstate Medical University, was detained by ICE teams upon returning from a Niagara Falls trip. It was learned that Topkaya, held at the federal immigration detention center in Batavia, was released on bail.

Dr. İbrahim Halil Topkaya, who practices medicine in Turkey and continues his research work in the United States, was detained during his return to the U.S. after a trip with his mother to Niagara Falls on September 6.
According to his friend Omar Alsafadi, the GPS navigation directed the vehicle toward the Canadian border due to heavy traffic.
After mistakenly reaching the border area, Topkaya received a document from Canadian officials stating that he had not entered the United States while returning.
However, despite presenting the document to authorities upon his return to the U.S. border, he was detained and sent under ICE supervision.

The U.S. Department of Homeland Security (DHS) announced that Topkaya was encountered by CBP at Lewiston Bridge on September 6 and was turned over to ICE.
DHS alleged that Topkaya entered the United States legally on June 22, 2023, but later violated immigration rules by overstaying his authorized period of stay.
According to a story on Spectrum News 1, Topkaya’s friend said that the young researcher has an approved asylum file, an active work permit, and a Social Security number.
After a period in the federal detention center in Batavia, Topkaya was released on a $7,000 bond.
