The 2026 report of the United Nations‑affiliated Universal Postal Union (UPU) revealed the impact of new customs policies on international postal traffic.

The regulations raised the costs of the e‑commerce model that delivers low‑priced goods to consumers in small packages.

Sharp decline in mail shipments arriving in the United States.

The United States lifted the customs duty exemption on imported goods under $800 on August 29, 2025.

According to UPU data, the total weight of international mail shipments arriving in the country fell 70.3% on an annual basis in September 2025.

Due to uncertainties surrounding the implementation of the new rules, some countries’ postal operators also temporarily halted shipments to the United States.

Package traffic has also declined in Europe.

The EU, in July 2026, lifted the exemption for low‑value imported goods up to €150, moving to a temporary €3 per product‑category tax on small shipments.

According to UPU data, the annual decline in international postal shipments to the EU rose from about 7% to 31%.

According to the German E‑Commerce and Distance Selling Association (BEVH), the combined sales revenue of Temu, Shein, and AliExpress in Germany fell to €566 million in the third quarter of 2026, down 35.5% year‑on‑year.

The three platforms' combined share of the German e‑commerce market fell from 5.3% in the second quarter to 3.1%.
