A new application is being rolled out for passengers who will fly internationally to the United States. Under the decision taken by the Centers for Disease Control and Prevention (CDC), all passengers flying to the country will be required to declare in a signed statement that they have not been in the Democratic Republic of the Congo within the last 21 days. The application will cover all passengers, including U.S. citizens.

Starts on the morning of November 4

The new application will take effect from 23:59 on November 3, Eastern Time, and from 07:59 on November 4, Turkey time.

According to the regulation, every passenger traveling to the United States by international flight will be required to sign a declaration stating that they have not been in the Democratic Republic of the Congo within the last 21 days.

Being a U.S. citizen, a Green Card holder, a tourist, or a student will not exempt one from the application. Passengers who are only transiting in the United States will also be covered by the new regulation.

Separate Declaration Form for Each Passenger

The declaration process can be carried out on paper or digitally. A separate form will need to be prepared for each passenger. The declaration for children under 18 can be signed by their parents, guardians, or authorized persons.

Airlines will decide whether the form is filled online or at the airport.

Those who do not fill out the form will not be allowed on the plane.

It was announced that passengers who do not submit the required declaration under the new policy will not be accepted on flights to the United States.

Passengers who were in the Democratic Republic of the Congo within the last 21 days will also not be allowed on the flight. A transfer that occurred at an airport in the country without disembarking from the plane will also be considered within the 21-day period.

Ebola testing is not mandatory.

CDC's policy does not mean that passengers will be tested for Ebola. What is requested under the regulation is only that passengers sign a statement regarding their travel history over the past 21 days.

CDC announced that the temporary measure will remain in effect until 18 December 2026 at 23:59, according to the current decision. However, the measure could be altered or withdrawn before that date.

It is important for passengers traveling to the United States to contact airlines before their flight to learn how to fill out the declaration form.
