New requirement for those flying to the U.S.: starts on 3 Kasım
The U.S. Centers for Disease Control and Prevention (CDC) is introducing a new travel rule to combat the Ebola outbreak. Starting at 23.59 on 3 Kasım 2026, all passengers flying internationally to the U.S. will be required to declare, with a signed document, that they have not been in Demokratik Kongo Cumhuriyeti within the last 21 days. Those who do not provide the document will not be allowed on the plane.

The new regulation covers U.S. citizens, Green Card holders, tourists, students, and passengers flying to the U.S. from any country, including Turkey. Passengers who will transit in the U.S. to continue to another country are also included.
The declaration can be prepared on paper or in digital form. Parents or authorized persons may sign the document on behalf of passengers under 18.
Those who do not fill out the form will not be boarded.
Airlines will be obliged to obtain the signed declaration before a passenger boards the aircraft. Persons who have been in the Democratic Republic of the Congo within the last 21 days will not be accepted on flights to the U.S. before that period expires. Transiting in the country is also evaluated under this scope.
The application does not mean that all passengers will be tested for Ebola. Passengers are asked to declare their travel history for the past 21 days.
What should Turkish Airlines passengers do?
CDC holds airlines accountable for implementing the document collection process.
Passengers need to obtain up-to-date information from airlines before the flight about whether the form will be taken during online check-in or at the airport.
The new rule will apply to international flights arriving in the United States that depart on November 3 at 23:59 Eastern U.S. time. Therefore, checking the travel date and departure time is important.
