Critical Step Between Turkey, Pakistan and Saudi Arabia
A significant milestone has been reached in the approval process of the Mecca Joint Defense Agreement signed between Turkey, Pakistan and Saudi Arabia. In the plenary session of the Grand National Assembly of Turkey (TBMM), the first article of the bill proposing the agreement's approval was adopted on 5 November 2026. However, this development does not mean the agreement has been fully approved. Discussions on the remaining articles of the proposal must be completed.
Agreement Signed in Mecca on 7 August
President Recep Tayyip Erdoğan of Turkey, Crown Prince Mohammed bin Salman of Saudi Arabia, and Prime Minister Shahbaz Sharif of Pakistan signed the joint defense agreement in Mecca on 7 August 2026. The 16‑article agreement aims to enhance military coordination, defense‑industry cooperation, intelligence sharing, and joint security initiatives among the three countries.

An Attack on One Country Will Be Considered an Attack on All Three
One of the most striking provisions of the agreement is the mutual defense clause. Under it, an external armed attack against one party would be considered an attack on the other two as well. In such a scenario, the parties are expected to provide support to the attacked nation. Deploying military forces is among the available support options. However, the agreement's approval does not automatically mean that Turkish troops will be sent to another country. Sending troops also requires constitutional and legal procedures to be carried out.
Defense Industry and Intelligence Cooperation Will Expand
The Mekke Agreement is not limited to military defense alone. Joint exercises, military training, technology transfer, joint production in defense industry, intelligence sharing, and logistics support among the three countries are also planned. In addition, a joint strategic committee is expected to be established with the participation of foreign affairs and defense ministers and the chiefs of staff.
No Right of Exit in the First 10 Years of the Agreement
One of the provisions that sparked debate was the duration of force and withdrawal conditions. According to the text, the parties cannot withdraw from the agreement during the first 10 years after it enters into force. After that period ends, a country wishing to leave must give written notice at least three months in advance.
Different Views Were Raised in the Grand National Assembly
In the plenary sessions, the effects of the agreement on Turkey's regional security and possible military obligations were debated. Some MPs argued that the regulation would strengthen regional stability and defense cooperation, while opposition figures raised questions about the possibility of Turkey being drawn into other regional conflicts and the scope of military commitments.
For the agreement's approval process to be completed, the remaining provisions of the bill must also be adopted in the Grand National Assembly. Once the three countries have completed the necessary approval procedures, the agreement will enter into force.
