U.S. President Donald Trump announced that approximately 1 million people who said they had overpaid under the Affordable Care Act (ACA), known to the public as Obamacare, will receive a $500 refund check. The payments will be sent to the designated individuals' home addresses.

In a video message posted from the White House's social media account, Trump claimed that the individuals in question had overpaid in the past.

"Our administration is doing the right thing and returning the money of those who overpaid unjustly," Trump said, adding that the checks would soon be delivered to the rightful owners' addresses.

Will Cover About 1 Million People

According to a briefing released by the White House, the refunds will be carried out in 30 states that use the federal system in the Obamacare health insurance markets.

It was noted that the program would specifically cover individuals who do not receive federal support for health insurance premiums.

The White House argues that the 'user fees' collected on the exchanges where Obamacare plans are sold are being passed on to consumers through higher insurance premiums, and that over time a fund has accumulated in excess of what is needed to operate the system.

The Trump administration says that this surplus should be returned to the affected consumers.

To be applied in 30 states

It was announced that the refund program will be implemented in Alabama, Alaska, Arizona, Arkansas, Delaware, Florida, Hawaii, Indiana, Iowa, Kansas, Louisiana, Michigan, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, South Carolina, South Dakota, Tennessee, Texas, Utah, West Virginia, Wisconsin and Wyoming.

Accordingly, checks worth $500 are planned to be sent directly to the home addresses of those who meet the criteria.

A New Move in Trump’s Health Policies

Trump has long been criticizing the Obamacare system implemented during former President Barack Obama's administration. Trump argues that instead of channeling public funds directly to insurance companies for health insurance, a system should be created that allows citizens to choose their own insurance.

In a statement made in November 2025, he also said that money should be transferred directly to accounts that individuals can use, and that people should be enabled to purchase their own health insurance.

The Trump administration had also announced that it would increase oversight of potential irregularities and fraud cases in the Obamacare market.

Separate from the $5,000 “Trump Dividend”

The $500 Obamacare refund is a different approach from the $5,000 “Trump Dividend” proposal that Trump introduced at the Republican Party's midterm congress in Dallas the day before.

Trump had suggested that, if Republicans maintained a majority in both the House of Representatives and the Senate in the November 3 midterm elections, a $5,000 payment should be made to adult U.S. citizens.

Ohio Senator Bernie Moreno also announced that he had prepared a draft of a 'Trump Dividend' to enact the proposal in question following Trump's statement.

The $500 Obamacare refund was announced not as a promise tied to the election result, but as a repayment of overpaid fees collected in the past to the designated beneficiaries.
