Surrogacy Scandal in ABD: The Couple in California Arrested
The couple that came to the spotlight when 21 children were placed under state protection in California was arrested on child abuse and conspiracy allegations.

Guojun Xuan and Silvia Zhang, who had many children through surrogacy in Arcadia, a city in California, United States, were arrested as part of a child‑abuse investigation. The Los Angeles County District Attorney’s Office announced that it had charged 66‑year‑old Xuan and 39‑year‑old Zhang with conspiracy to commit child abuse, aiding abuse, and attempting to intimidate a witness.

21 Children under State Protection
The couple had entered the national spotlight after an operation on their Arcadia estate in 2025. Officials had removed 15 children from the house, and later announced that six more children living elsewhere had been found. It was reported that the children’s ages ranged from 2 months to 13 years, with the majority between 1 and 3 years.
The System Built with Surrogate Mothers
Officials say the couple runs their own surrogacy company and involves women from across the country in the process of bringing their children into the world. Many surrogate mothers interviewed by CBS News said they were given incomplete or misleading information about the family’s true size and the couple’s plans for having children.
Home Cameras Examined
It was noted that the security‑camera footage examined as part of the investigation also formed an important piece of evidence in the case. According to prosecutors, there were more than 30 cameras inside the house, and the areas where the children stayed were monitored continuously. The footage allegedly shows the caregivers striking some children and administering physical punishments.
The Baby's Injury Sparked the Investigation
One of the central incidents in the investigation was the transport of a two‑month‑old baby to the hospital in 2025 with a serious head injury. Authorities determined, in the examinations following the baby's injury, that Chunmei Li, one of the house caregivers, was involved in the incident. It was later announced that Li was charged, but could not be apprehended.
Prosecutors Demand $100 Million Bail
Los Angeles County District Attorney Nathan Hochman is requesting a total bail of $100 million, citing the nature of the charges and the couple's likelihood of flight. Prosecutors said the couple is accused of being part of a plan to subject 15 of the 16 children living in their Arcadia home to repeated physical abuse.
FBI Also Joined the Investigation
In addition to local authorities, the FBI also conducted a search at the couple’s home. According to CBS News, the federal investigation expanded following earlier examinations related to the family’s surrogacy activities. Investigators are also examining what information the couple provided to surrogate mothers in the process of having many children.
